What is the fine for carrying waste without being registered in England?

There is no upper limit. According to gov.uk, carrying waste as a business in England without the right registration can lead to an unlimited fine.
Who can be caught
Anyone moving waste for someone else as part of their business. It does not matter if it is only the odd job or only garden waste.
It is not just you
Householders have a duty of care too. Customers who hand waste to an unregistered carrier can be fined if it ends up fly-tipped, so many now ask to see your registration before they book.
How it usually comes up
Roadside checks, a fly-tip traced back to a job, a customer complaint or a council officer asking for your paperwork.
The fix is quick
Register on gov.uk, carry your registration number on the van, and keep a signed waste transfer note for every job. That is most of it.
