Which waste carrier registration covers Wales, Scotland and Northern Ireland?
Checked against official sources, October 2026. This guide uses England as its example. Wales, Scotland and Northern Ireland differ.
A waste carrier registration from England, Wales or Scotland is valid across all of Great Britain, so one registration covers all three. Northern Ireland is separate and needs its own registration with the Northern Ireland Environment Agency.
Which one to register with
Register with the regulator for the country where you do most of your work: the Environment Agency in England, Natural Resources Wales or SEPA in Scotland. That single registration lets you carry waste anywhere in Great Britain.
Northern Ireland
Carrying waste in Northern Ireland needs a separate registration with the Northern Ireland Environment Agency, even if you are registered in Great Britain. A Northern Ireland carrier working in Scotland must also register with SEPA.
Council rules still apply where the job is
Registration is not the whole story. Tipping, tree, skip and parking rules belong to each council, so they apply to the council area where the job happens, wherever your business is based. Our country and council pages list every council.
Paperwork
The duty of care applies in every part of the UK: a waste transfer note for each load, kept for two years.
Working outside England?
Wales, Scotland and Northern Ireland each have their own regulator, fees and penalties. See Wales, Scotland and Northern Ireland, or working across borders.
