How do I register as a waste carrier in the UK?
Checked against official sources, October 2026. This guide uses England as its example. Wales, Scotland and Northern Ireland differ.
You register online with the environmental regulator for your country, not with your council. There is no paper form to post in England, Wales or Northern Ireland, and you pay by card as part of the application.
England
Apply online with the Environment Agency through the gov.uk waste carriers registration service. You will need the names and dates of birth of the owners, directors or partners, details of any past environmental offences, and a payment card. It costs £191.02 new and £130.25 to renew every three years. A sole trader registers in their own name.
Wales
Apply online through Natural Resources Wales. You sign in through your NRW account. Upper tier registration costs £184 and renewal £126, and lasts three years.
Scotland
Apply to SEPA either online or by downloading the form and emailing it, which takes longer. SEPA lists £284 for a new carrier registration and £180 to renew, valid for three years. If you only carry your own business waste, such as a gardener, there is a separate registration for that.
Northern Ireland
Apply online with the Northern Ireland Environment Agency through DAERA. You sign in with a Government Gateway or NIDA account. Upper tier is £180 new and £90 to renew. You can pay by card, or by bank transfer, which may slow things down.
Not every year
Registration is not annual. Upper tier registrations last three years, then you renew. Put the date in your diary.
